    You can do it on your own if you know enough about the code required, but you're probably going to be faced with your ISP limiting the number of names, at least if you're planning to e-mail to all (or groups) of them at the same time.
    By far, the better way is to sign up with one of the respected and recognized mass mailing companies. Two examples are CloseContact.com and iContact.com. Both of them are affordably priced, help you manage your mailing list (add, delete, edit), and give you a newsetter creation facility.
