It is entirely dependent on what the campaign sets out to achieve: what does success look like? Thats the first question to ask. then the measurement methods and tools will be highlighted.
Sometimes there is no way to track it. I'm in the belief that you can only start tracking the success of your SM achievements until you have several thousands of fans/followers/friends etc.
