You didn't tell us what your niche is. Try article submission. Start with ezinearticles then submit to other article directories. Driving traffic to your site takes time. You have to work on it and find the best approach to attarct more traffic.
Really depends on what your blog is about but I would recommend going to similar themed forums and posting there - Not to promote your blog, but to slowly gain people's respect in that area. Then of course you can occasionally add a link to one of your posts if it's helpful. What's your niche?
What works for someone else might not work for you. Every market has a different targeted audience. When there are age, race and religious factors involved, you must adapt your promotion techniques to match those of your audience. My main promotion technique is video blogging. Over the past 2 years I have posted over 320 of my own home made videos on youtube. This sends my blog and forum a stream of targeted traffic. At one time, youtube sent my forum as much traffic as yahoo.

yeah content is key.. if you have interesting content people will want to read it. Don't bother promoting your blog without the good content. Definately find other blogs related to yours and network with those blog owners, comment their blogs and put the URL to your blog in the comment.
Would advise you mine super long tail keywords in your niche to get traction. That's the lowest hanging fruit for anyone to go for.
