Perhaps his referring to the glowing of the whole globe on his example image, not just the glowing of that specific point. And also it seems that there are many lens-flare-like effects in that image.
Use paintshop Pro - Cut out the glob put in new layer(raster), and effect glow on the layer, then effect - sunburst on the same layer.... play with effect until u get that u want. Thanks, DesignerPro
You can do this in macromedia flash also.. make three balls, set them as "movieclip" change the properties of it, alpha and change them according to your requirement.. simple !!!
Just use Outer Glow in Photoshop on the globe.. You must have the globe on a single layer 1`st so you can apply the outer glow effect.
Select the globe, create a new layer & fill with black. Make a lens flair and set to screen as well as clipping mask. Then select the globe (assuming it is cut out from the background) and set an outer glow with a light blue.

just add a drop shadow and also outer glow in Blending Option..all of that must have Photoshop..that's pretty easy..
