    Hey dude..
    Did some searching..
    2nd site is a Joomla site ( search the web its an open source CMS )
    Its using this template - http://demo.yootheme.com/sep07/index.php

    The first one could be custom designed...

    The first site is just some HTML and nice graphics.

    So you could use Notepad, Dreamweaver, Photoshop, and/or some of the "ebook cover creator" software to do something similar. Just Google "ebook cover creator" and you'll find an endless array of options.

    Hate to be advertising another forum here but it might help, warriorforum.com
    it's a forum for internet marketing, basically everyone there makes money from niche ebook sites like that.
    there is lot's of software and templates that can help you but I can't recall them from the top of my head.
