    phpbb.com have their own explanations on how to skin for phpBB.
    Take subSilver and modify it to your needs, to explain it extremely short.
    (there are two tutorials on it at my site at dowan.org if you'd like to give them a peek)

    vBulletin i don't know unfortunately, never diddled with it =)
