How do you make a directory?

I've been interested in making a directory. What kind of programs or services are made for this kind of development?

I plan on buying a PR 6 and possibly making it a directory. How hard will this be, and how much would it cost?

Not worth it..

If you buy PR5 domain and inner pages/categories have Pr0 - you wont get submissions..
So its better to start from a new domain.

 

So do you think a wordcloud is better so that all the links are on a high PR.....is a PR 7 wordcloud practical?
