how do you limit title length in wordpress?

    like when i put 20 characters on the post title it would stuck to 15 characters,
    because i already predefined the title length to 15 characters

    is this possible? i mean automatically, done thru a plugin or require some modifications of the core?
    fyi, i'm using WP v2.5.1
