Well man I think it's both. Sometimes I kiss my girlfriend just on the lips and sometimes when we are more intimate we use tongue. It's all about the location and what you're doing. Obviously if you just got promoted at your job you would want the tongue. But if you're just walking in the mall a quick peck on the lips is recommended.
