I have a lot of experience with forums and my conclusion is that its not wise to spend money on targeting a few keywords or phrases for a forum and there are a number of reasons for this I will name a few here:
ROI is not good enough to bother with heavy link building.
You are not selling anything on a forum and rely on ads revenue so it makes it even worse.
The best way to get traffic for a forum is to make your forum search engine friendly and make sure the internal link structure goes round and round in circles.Use no follow univarsally with an exception of your own sites.
Start threads with interesting topics and ping technorati and some others.

Last words: As you said your forum is already running... Dont look for keywords else where if you are really keen on targeting a few words.. Look into your reffer stats and pick the top 10 and see which pages rank where and check search volume at www.google.com/trends and target the ones which you think get good number of searches. dont forget to check www.nichewatch.com (I like to check whats going on with top 10 before I start a link building campaign :) )

Have you tried using wordtracker.com? In my opinion it is a great tool to get started on keywords and phrases.

I'd use www.keyworddiscovery.com . It's a great tool and they keep updating it with additional features which make it pretty robust for researching keywords.

I use various free keyword suggestion tools. I choose keywords that get a reasonable amount of searches, and research them to see what are very competitive and what are not. I go with the not so competitive keywords. I also learn new keywords by seeing what people search for to get to my site.
