this is called sitelinks see Google about sitelinks http://www.google.com/support/webmasters/bin/answer.py?hl=en&answer=47334 as said correctly by GreenDog you have to be authority site and of course you need to have Nr 1 position for that keyword or keyword combination over an extended period of time
Google just do it, if you study the Google Webmaster services, you can format one for your site too but it takes a lot of factors before google show your site that way on their search result.
