How do you get this effect ( in attached photo ) ?

Hey guys new here I was wondering if someone here could tell me what the effect in the photo is called and how I can achieve it in photoshop , any video tutorial or instructions would help. Thanks in advance

 

I think you can use Filter Gallery to make such type of work. See, here they are applied a feather on upper side and a little bit darkness on their face as their body color, So you can use Levels to take this effect.

 

Using layers apply gradients of white at corners, boost saturation or contrast, create a layer of grain, and finally txt layers.
