    Here are my suggestions...

    1.
    For Free Natural Listings on Search Engines, Best Keywords are...

    hotel booking
    hotels booking
    hotel reservation
    hotel reservations
    hotels reservations
    online hotel booking
    online hotel reservations
    online hotel reservations
    discount hotel reservation
    hotel room reservation
    hotel room booking
    .
    .
    etc. For more Keywords Search at Google External Keywords Tool

    For PPC Campaigns

    Create Individual Campaigns & AdGroups for Each City you're targeting
    Target Your Campaigns Regional & Country Wide Searches

    Try all combinations of above generic keywords with city names.

    2. If your WebPages are Dynamic...you can go for URL rewriting

    Rename/Rewrite your web pages for all the Cities you’re targeting as below...

    www.yoursite.com/<City Name>/hotels_index.aspx

    3. For Local Search Listings...include City Name + Hotels in the Title of the WebPages.

    Do Directory Submissions, Link Building, and Link Exchange with Generic Keyword + City Name in Anchor Text [For All Major Cities Only]

    You may also try to implement the following meta tags:
    <meta name="geo.country" content="..." />
    <meta name="geo.region" content="..." />
    <meta name="geo.placename" content="..." />

    In the US you can do Local Business submissions to appear on Google Maps. The same can be done on Yahoo and Live Search. Although I am not sure where else you can do this. I believe I have seen Google maps working well in some European countries already with vector maps tied into every house address. The results will come mixed up with universal search that will also be triggered by the IP location of the person searching on Google.
