There are practically number approach in formulating a set of keywords for your site. I would advice to brainstorm with your business line and create a data that will show all the relevant keywords as possible. You can also create a small survey if your site is a very large one. After gathering the said data, you can now filter your list until you arrive to a set of keywords that you think the most appropriate for your site. Used the keyword tools such as keyword density, inventory overture, keyword traffic and keyword discovery tools. First is to identify the keywords that is related to your site, then for keyword relevance or keyword that usually used by the audience, check the keyword density and promixity, check also the keywords searches per month and keyword traffic
think of something that is related to my site...then checked out its search per month and its competition...and think like a visitor, asked myself which will i used on searching this or that stuff...
Also, looking at your log files you'll discover the "real keywords" used by people to find your site. Sometimes are keywords you have not expected, mainly for sites with many pages/content.
Free tools are good to get a rough idea ... overture keyword tool for instance does not report on plurals and congregates them all together along with search figures. If you're dead serious about keyword research then Trellian is awesome and worth every penny
overture keyword suggestion is not upto date i think.. adwords is somewhat better.. But many people seem to recommend WordTracker

1. read up on news, what is popular. go to googles zeight... somethin to find out what is top 10 queries. 2. overture to enter those top 10 queries, and anything similar that has demand exceeding supply by a large enough amount for me to invest time into.
