There are several ways you can have it. You can select any CMS, like Joomla, MODx, Drupal, Wordpress, etc.. to create a site and add those themes as you pages and download links. Now if you are into paid themes, then better go for any eCommerce softwares like osCommerce, Magento etc... Now its your choice.

Thanks Guys. I am thinking of using the Wordpress CMS. Do i need a plugin? I don't plan to charge for it, it's something i will do in my spare time and will be given away for free.
I don't know how i would display it to potential users to try out the demo.
    Thanks

You could create a new WordPress site... have each post be for a new free template or set of templates and offer a download link in the post... if you want to allow visitors to test them before downloading you could have a second WordPress site in place that accepts a $_GET variable from the link on the post page from the main site that tells it which theme to apply on page load.... like example.com/wp-theme-test/index.php?theme=the-theme-name-or-id would be your link allowing the theme to be chosen dynamically...

There's probably a better way of going what you want, but without having done it before that's the first thing I came up with.
