How do you check inbound and outbound links?

If someone is selling a link and says that for example he is having 200 inbound links(coming in) and 20 outbound links (going out) so how can i assure this? Can i check it myself about any site? Is there any way?
Also if a site got 1000 backlinks from different sites (usually multiple links from each site) so is it considered 1000 inbound links?
Let me know about it please
    Thanks

The tool that I use for checking inbound and outbound links is the SEO Quake Plug-in for use with the Firefox browser.

    As already suggested.

Yahoo Site Explorer for incoming links
SEO Quake Firefox Plug-in for outgoing but will also do in.

I suggest you use software such as Advanced Link Manager. I know it is not 100% correct all the time, but it may satisfy your needs and save you a lot of time.

You could always use the command links:"nameofyoursite.com" or whatever extension it is. Granted it's not 100% accurate but can give you a good estimate. Like brian65 said Yahoo Explorer can show a pretty complete list of backlinks. I typically focus on Google Webmaster tools, but since the change all my links aren't showing up...when it was working properly it was extremely valuable/accurate.

    Dear all
Thanks for nice discussion here. Please let me know if i got 100 links from one domain that Google or any search engine will count 1 link or 100.
