I saw domaintools.com have the option to check a person owned domains that will list out so you know how many domains they owned under their registration name . But they charge for fees to see that list. is there any site out there for free search of that ?

From what I know there is no tool which can tell you the actually name of the person who possesses a site unless they want to make the information available to public

A whois lookup will work most of the time.

http://whois.sc should help you most of the times unless they have a whois guard.

There was somebody here not too long ago selling a website with 23 or so webmaster tools and if you went to the Whois and looked up a domain, it would tell you how many domains the person had registered. Try looking for a webmaster tools website and maybe you'll find something.
