Just go into your cpanel, file manager, public_html, and then hit create new folder (cgi-bin)

    There you go.

The Cgi-Bin is usually the "scripts" directory for Perl applications.

Describe what you want to do, more exactly.

That is why they are always selling domains so darn cheap!
To get newbies to sign up for their hosting!

Get a host with a decent cpanel.
    See the sig.....

A cgi-bin is nothing more than a common name for a directory with execute permissions. You could just as easily create a directory called MyScripts to behave in the same way.

If you are hosted on an Apache server, you may be able to create your own cgi-bin: http://httpd.apache.org/docs/2.2/howto/cgi.html#options. I say you may be able to because your host might disallow you from configuring anything.

Even i was not sure what cgi-bin was, all i did was created a new directory and saved the cgi scripts and started using it. it worked for i know for me brilliantly.
