How do vouchers sold on Digital Point work?

So, I'm a Noob and was checking out Digital Point Forums > Business > Buy, Sell or Trade > Vouchers and I see a lot of people selling $100 Adword coupons for like $10. So, how does this work? Do they only work on new accounts? If I already have an account, can I use them?

Buying or selling AdWords vouchers on DP is not permitted. If you see threads/posts where this is taking place please report them using the triangle in the upper right of each post.

ps - using vouchers to game the Adwords system is nothing more than a short term way to try and make a dollar. If you at all value your ability to use AdWords don't do it.
