How do they create these sites?

    They use a designer who knows how to use either Photoshop or something similar like GIMP. They either create the images from scratch or manipulate photos.

    The fox site uses tons of Javascript and took 10 seconds to load, which for me on superduper speed is quite slow. There's even javascript for Nutscrape Nalligator 4... who uses that again?? But without the Js, the rest is just photos. You can dick with photos in almost any image editor, including Picassa, Krita, or Photoshop Elements (Photoshop Lite).

    Don't look at those sites' code for ideas though, they're craptaculously written (well the Fox one, didn't look at the code for the first one).

    *Edit no they both suck code-wise. But who looks at code? Not the visitors.
