How do people with bad content get adsense accounts ?

I've read that google reviews the sites that apply for adsense accounts ... Now I also know that alot of people just copy content in context of hight paying keywords lists, without even knowing anything about the subject in the hope of making money just from adsense....

My question is : How do these people get their adsense accounts. I ask this because I read that google puts value on quality content. But at the same time, there are many contradictions wich I see in real life ...

My logic says that its about money, since probably they make money from these sites ...

When they set up their adsense account, the site they submitted was probably high quality.

 

Or else, they might just create a blog at Blogger - Google most probably will approve.

 

One of my friend applied for Google Adsense with the Adsense Made Templates which was sold cheap for all kind of keywords and he got approval in next day itself. Really dono how google is approving the adsense sites.

 

Just read waht's in the Google TOS, and as long as your site doesn't break the rules it will be approved. It's that simple
