how do pay-to-click sites really work?

    OK,

everyone wants clicks on their ads, that's a given. But it is against terms of service for nearly every ad program so how can one make that work for them and not get banned from google/whichever program they're in?

    I don't understand your question?

If you are referring to yourself or your buddies clicking on the ads shown on your site through an ad program, well duh. That is against every TOS. I actually consider it stealing. Yes, stealing.

Ads shown on your site are supposed to be for your visitors, NOT yourself to click. You earn clicks when your web visitors visit your site and the ads shown interest them. So build a fabulous website that people will want to visit, and they will click your ads.

    Sound easy enough?

I don't because as an advertiser myself I like to get the maximum in each ppc campaign and not be robbed of my advertising cash. I like to hep friends out but only click on ads I am actually interested in. So there is a balance here.:)

Most Ad Networks now have click fraud detection algorithms, where although a few might get through of your own clicks, normally the advertisers don't get billed for the clicks and the publishers don't earn.

This sort of greed is what has given CPM and CPC the horrible return on investments for advertisers. If people would have just well enough alone, we all could be doing really well selling ad space our pages.

Advertisers don't want clicks - they want sales. I suggest you to remember this.
So if you have thousands of clicks and no sales I think even the most patient advertiser will try to ban you.
In such case he loosing his money no matter who click on ads.
The best way is to offer your visitors something useful, something they'll want to buy.

Let me explain it a little better. There are sites that pay people to click on links (ads, whatever) and that's all the site is really for. How does that actually work? Isn't it illegal to get people to click on things, or are those types of ads/advertisers happy just to have someone read their offerings?

I think this is not quite legal. I'm not quite sure if such sites really pays.
Anyway I think the owners of such sites in connection with owners of the banner networks so they could steal part of the advertisers money.
Did you ever see people sale low cost traffic on the forums?
I think this is the traffic you talked about.
The only problem is that surfers in such programmes don't buy anything, they just clicking on ads. :(
As I said the advertisers don't want clicks - they want sales.
But advertisers paying money to banner networks to show their ads.
Banner networks could be interested to steal part of the advertisers money that way. :)

    No its totally wrong concept.
Actually advertiser that buy the ads only want the people that have interested in their product to click their ads.And its almost useless if everyone click the ads but don't buy the product. This will make advertiser in loss.
