I bought a domain for my uncle a couple years ago using my credit card from verio.com Now I am stuck paying the $10/per year fee. How can I transfer the ownership to him so that he pays?

I have no experience with verio. Most places it is a simple as pushing the domain to the new person for free. You uncle may need to ope an account with with verio for this to happen.

I sold one this aftenoon and the the new owner had control and responsibility within 20 minutes.

You just need to change the whois and billing information of that domain to your uncle's contact information. If the account is shared with other domains. Then you can create a new account and then push that domain or transfer the domain to other registrar.

verio.com has good customer service. I believe they even have live help available. "Chat Now" button at the top.
They would be best to talk to in order to insure the domain doesn't get lost in transit.

Do your uncle also have an account with the registrar?
    If yes then its easy.
You only need to push the domain to your uncle domain account then the billing matter will be taken care by your uncle.
