Obviously you mean an LLC in the US? I'd try one of the services by searching google for incorporation services. There are dozens out there that will do everything for you and offer the services you need.

Personally I would do it direct from a gov site, depending on what you're trying to do you might not have to pay anything, or relatively very little.

You setup an EIN at irs.gov
(Not sure how that might work for foreign companies though)

Check SBA.gov for a walk through on setting up the LLC or business.gov

OK. I sell do-it-yourself llc formation kits (so I'm not exactly unbiased in this matter)... but here's what I think you need to do it...

    1. You have to work with a service or accountant or attorney (no, not me)... The reason is that you need a registered agent... a real live human being person in the state in which you'll form the LLC... The online services, accountants, and attorneys will do this for you (though at some cost...)

    2. You will find it very easy to get the LLC setup... It's typically a form you fill out. But...

    3. The problem will be the EIN. You don't have a social security number... and I think you need that for the SS-4 form (which is how you get an EIN and is available at irs dot gov). As a substitute, you'll presumably need to get what's called an ITIN (though I'm not sure about this). Again, because of the headaches involved, I think you'll need to use a service, accountant or a attorney who will work you through the headaches.

BTW, it's tax season in US until April 15th so you probably can't an accountant to help until after that.

    Good luck,

Hope that helps. BTW, if it's okay to say, google on "llcsexplained dot com" and you'll get to one of my web sites. It provides quite a bit of limited liability company formation information.
