How do I report an Adsense violation?

I was looking at a couple of sites and came across one with AdSense. The owner of the site is offering a chance to win a free gift, but to "participate" in the program you will have to:
    1) visit the site everyday
    2) login to your registered account
    3) "support" the site by clicking on the advertisements ONCE a day
    4) Repeat from step 1 for everyday

The only "advertisement" found on his site is an adsense advertisement.

This is crap and the site's balantly lying to their visitors to get consistant revenue from adsense. Should I report the site? And how do I do that?
