How do I recover from overoptimization penalty?

    I am fairly new with SEO, I have been cautiously building up my backlinks carefully over time. Mostly manual work over long hours, and managed to achieve some good ranking over last few months.

    I was tired of doing submissions myself. So I decided to hire an SEO to do some submissions for me, it was suppose to be a 3 to 6 months link building exercise. But he was using software, he sent me a submission report of 11,000 sites submission the very next day. That is correct, he gave me a "bonus" of 1000 free submissions, all in 24 hours.

    My site http://www.jihoy.com completely disappeared off all my keywords. Search engine traffic, oddly, went down only 50% even though I can't see any of my major keywords in top 1000. I did see Google cache a total of 14 times on my site on the very same day, versus the usual once a week. 92% of my traffic are from safelist advertising, but Google brings in the best converting traffic for me, so I'd hate to lose those traffic.

    How do I fix this? I think this is optimization via anchor text, as I havn't changed anything on my site. Site is suffering -950 penalty, so no reoptimization via linkbuilding can change that. I tried different sets of keywords, and built links on them, but no effect on SERP whatsoever in the last month or so.
