I have few notpad files in russian language but the russian characters look like this

Âû óâåðåíû, ÷òî õîòèòå óäàëèòü òåêóùóþ ññûëêó?

Im using xp home edition sp2. how do I install russian language support?

2ghyper, you have problem with cyrillic codepage...try change it in your browser (for exmaple to windows-1251 or koi8-r etc)
and may be you have on your computer is not installed support Cyrillic.
also can use on-line decoder for codepage (for example artlebedev{dot}ru/tools/decoder/)
it's text ГÂû óâåðåíû, ÷òî õîòèòå óäàëèòü òåêóùóþ ññûëêó? = in codepage cp-1251(windows1251) "Вы уверены, что хотите удалить текущую ссылку?" = "Are you sure you want to delete the current link?"

You need to view the text using a font that has russian unicode characters
