Generating participants n any forum is difficult - but in a general one especially so. Whilst you may want to keep it general start by focussing on a specific area and trying to attract people that way (for example gadgets) as the more discussion in that area the more gadget fans are likely to sign up.

    Try focussing on

    a) sending traffic via various sites such as Squidoo, Hubpages, EZA etc. If the articles are focussed on a certain area your traffic will be too
    b) do you have the funds to get adverts at various sites?
    c) Look for guest posts on popular blogs where you put together a QUALITY article in return for backlinks which will send traffic
    d) do you have the budget for adwords?
    e) look to create a list so you can keep people who have visited coming back
    f) get friends involved - the more conversation happening on teh forum the more likely someone visiting it will sign up

Try finding paid posters here at DP. You can pay them $0.05 per post. If you invest $50 you will get 1000 posts. Those posts will get indexed by search engines and you will get visitors. Also, your forum will look active! :)

Forum Posting will be good enough and along with please try to use the social bookmarking as well. I would recommend you to design some blogs concerning your forums and try to promote these to attract visitors.

Most of the above will help.

The thing i find helps the most is to pay people to post for a while.

Active looking forums will take off quicker than inactive ones.

You can convert your forum into a paid to post site. You can basically have a rate of 3-5 cents per post and set a payout limit. Before you are even about to pay for your users you are already in profit from the adverts they wi9ll be clicking in your forum. You can set CPC or CPM ads for this.

not to highjack, but if a forum has 6-7 active posters would you still opt to pay for more posters, or would you rather use your budget on another advertising scheme?

I wonder from your description, how you call it "do follow" forum. It is alright you desire people to follow it- but that does not mean it is "do follow"
