Hold on a second. Your hosting provider won't give you the username or password for your account? Or are you saying someone else has the information but won't give it to you? If it's the former, I'd hire a lawyer to send a registered letter demanding they turn over the information (then find a better and more reputable host). If it's the latter, just go to your hosting provider and request the information (works much better if you're the account holder).
Ok, then have your parent (or legal guardian) send a registered letter to your hosting provider demanding that they turn over the information for you. Then find someone else to deal with your forum. It's as simple as that.
Ugh, then you don't have much of a choice but to tell him that if he doesn't give you access to your site, you'll have no choice but to move to another provider. I strongly suggest you talk to your parents about this NOW, because if you don't, this could turn into a very messy legal situation that you don't want to find yourself in.
