I sent someone 400+ bucks by PayPal to be exchanged to XOOM. And he did that as per the agreement. But later XOOM canceled the transaction and the sender said that he had a duplicate XOOM account ... so XOOM canceled that transaction. Now he says that his PayPal has limited his account (as far as I remember, he has a PayPal business account) and he can not send me the money or refund me. He said h would refund me by raising the money to send me that amount of 400+ bucks. So I asked him if I can charge-back. But he did not respond. This member has 20+ iTrade reputations (1 negative) here in DP, and as he at first sent me the money by XOOM, I am not suspecting him at all. But I need the money as very urgent. I have got another DP member who does PayPal to XOOM/ WU exchange, and I need his service. So I am thinking of charging back the first money-exchanger, but I don't know how to do so. 1. Please tell me how to charge-back in PayPal. 2. If he does not have the amount I sent to him to his account, then how can I get back the money from his account ? If I charge-back, tis way, does his credit-card is charged ? Tnx in advance.
Login to your paypal account, and click the Resolusion Center tab, right before the profile tab. From there click report a problem. It will ask you for the original transaction number and to describe your problem. From there a rep will take your case.
Don't use 3rd parties when dealing with money. Use what's available to you. Where nothing works, there's Western Union. There's wire transfers. Use what you have and don't look for better if you want to avoid unnecessary headaches.
I believe that Paypal limited his account because money exchange is illegal in the eyes of Paypal.
