Hi, I paid $120 for an item that was being shipped from the US. The guy who I bought it from said he was shipping it via surface mail. I know that surface mail can take a fair while so I have regularly emailed him and got a response. Usually he would reply back with something like: "Yeah, it takes a couple of months, I am watching it closely" or "Just checked it, on ship" so I went with it. However I am now at the point where I have emailed him asking for proof that he has shipped it, but I have had no reply. I opened a dispute but it was quickly closed for the reason that it was over 45 days and that now I have to make a claim with PayPal themselves. How do I go about doing this?
