How do I limit the number of letters in Recent Posts?

Hi Forum,

Hope someone could help me with this tiny issue. I am not fluent in php and have no idea how to add such a feature. I would like to have my titles limited to certain amount of characters. Below is the code from my widget.php from wordpress. I am assuming that this where the code would go:

When I used a older version of WP, I would just use this code and it would work:
