I'm not aware of any tool that does this. However, you can easily tell if you got sandboxed if you do real well in SERPS then you get pushed way way down in the index. Depending on your niche, your stay in the sandbox can last from weeks to months. In the meantime, keep building links and creating awesome content.
dont worry, its normal for new sites to not show in the index for a while. as said before me, it may take weeks or monthes. dont waste time, build up your site.

There is no particular way to check it. Sandbox is easily happened to a new web site ,usually lasts a few months, so what you need to do is to perfect every aspect of your web site. If your web site is good enough, sandbox will not do any effect to you
