How do I know DNS has fully propogated?

    They say it takes dns 24-48 hours to propogate.

    How do I know if it is totally complete yet?

    It really depends on each ISP. I myself saw one ISP in my country took more than 1 month for refreshing

    how to know?
    simple

    refresh your domain every now and then :)

    if one instance loading, second instance not loading = not resolved fully

    It all depends on the TTL (time to live) value you have set for your domain. A typical value for this is 2 hours, which means that you can be sure that only the updated records will be present 2 hours after the update.

    This value can be lowered or increased, depending on your preference. The higher the value, the less hits your DNS server takes, though any changes will take really long to propagate. The lower the value, the faster your changes will come into affect.

    Check the stats counters on both sites - when one is no longer getting traffic, the propogation is complete :)

    you may check the same from some proxy sites like altertra or proxify and check if the domain is accessible from all parts of the world.
