Saying 'all you need is good content' is just rubbish. You could have the best, most original stuff on your site in the world - it means nothing if people don't know about it - and people won't know about it if you don't promote it. And in any case - content doesn't get you PageRank - backlinks get you PageRank. Your site can be absolute rubbish, get enough backlinks by hook or by crook and you'll get a good PageRank.
1. It all starts with content. This will let people voluntarily link to your site without you begging for links. 2. Getting one-way links from high PR sites. This can only happen if you offer value or you contribute an article or review. 3. Links from Social Bookmarking Accounts 4. Relevant Links
PR = 0.15+(0.85*share) 0.15 = The lowest PR a webpage could ever possibly have. 0.85 = A dampening factor... This is just the number that Google uses for their PR formula. "share" = the PR of the page linking to you divided by the total number of links on that page. Source: Brad Callen

Both is needed whether it is quality content or relevant backlinks but first priority is to content ...
Hi Jared, I see your problem. If someone has a budget then he/she can buy quality backlinks faster. I know such a source. If someone miss a budget, then he/she can use the article marketing. This is a bit slower. The decision is yours. All the best, Sandor
