You could try a monthly contest or a giveaway (25 0r 50 dollars) to get things going. Maybe the member with the most helpful post or the member that starts the most visited thread wins.

The easiest way is to run a competition. Make it a good prize and have lots of sections to post in your forum and people should come flocking.

How much traffic do you get? It's all well and good having 140 members, but if none of them post, what's the point? :p Send out an email blast to them with details of a contest you're running, make it so it's enticing for them to start posting. Also, maybe consider getting some paid posters in just to make some discussion, although try to get native English posters.

See, you have to give some points or gifts to the members very often, for the active members, so that, they bring people to come to your site and make post. . This is the way am getting posts with very less members. . :)

    Try this out!!!

    Happy new year!!

You could pay per post, but be very strict. Make it so they will only be paid if the post is at least 50 words or something, and QUALITY.

Your forum is look like not active with minimal thread and post.
What you can do is hire some paid poster and post it at your forum.
Nobody will post at a forum where there is no active thread.

    Contact people!
I was in charge of a forum for about a year with over 20,000 members, put there was only about 12,000 posts when I stared, they were all joining getting what they wanted then never comming back...
What you have though is their email address, also you know that everyone and i do mean everyone likes free stuff.
So get in contact with compaines similar to your forums niche and you can get free stuff for competitions, I got:
    Phones, MP3 players, Hosting...
All in return for free advertising on my site!
I then ran a competition where the most and best posts one.
Email all the users and tell them this and they flood back to post! Also new people joing, its win win win!
The forum also stayed very active after :D
    Regards, Tom
