This is probably some kind of photoshop brush. Search on google for free photoshop brushes and you will probably get something similar if not the same.

These type of brushes are called vector brushes. You can find tons of high quality vector brushes on DeviantArt.

Those are usually called flourish, swirl or foliage brushes. Sometimes vector brushes too.
Deviant Art has lots of them.
