First of all, optimize your forum so that it will be indexed by google and after that you will get some traffic. Apart from this, sign up in a popular forums with backlink.
Yeah BreezeHost is right, a great way, and personally worked well for me is to signup to other forums related to your forum. This way the members of that forum are interested in the same niche as your forum, so are more likely to register at your forum. Anther good way is to run a competitions, although I have found this only brings a serge of traffic and members for a small amount of time, the best way which will bring you lots of members and traffic in the long run is from the search engines, so make sure your forum is well optimized for the forums.
