i think the best way to improve your PR is to submit links to directories with high PR but it must also be related to your site
First have a Plan 1. Good Content (Unique) 2. Optimised Keyword in Meta 3. Good Keyword strength in pages 4. Submit to major Search Engines, FFA, DMOZ 5. Allocate some decent budget for Link Building 6. Sponser some good Ad spaces in High PR sites 7. Blogs in Popular Blogs 8. COmmunity Hangout sites 9. Popular Forums (Siganture links will Help) 10.
