How do I get my money?

I live in Romania. I can't registrate paypal from here, so I asked a friend from USA. NOw, I have some money on my account (XXX$), and I would like to take them out. The problem is that the credit card he made for me in USA doesn't work in Romania. Is there a possibility to get them somehow?
    Thanks.

Western Union should work. A wire transfer should work as well.

Check with your bank and see what they recommend.

Is the paypal account in your name or your friends name ? If it is in your name and you have the Paypal Debit card, send the card to him and have him withdraw the money and send you via wire transfer.

Western Union would be the best option. You can also ask your friend to send the money to you as wire transfer. You'll need a SWIFT code from your bank.

No, you didn't got it. My friend is from Romania too. He went there and worked in summer, and made me a card on his name. Now his back in Romania. I know nobody there, and I have around 800$ stuck. And western union is not an option for me, because my cousin had the same problem, and tried this solution, and he never got a coin. I'm not sure what really happened, the thing is he lost his money. SoI don't trust them.
The thing is winter is commin, an I really, really want to go to ski. :D

Well then in this case since you are from Romania which is not an approved country of Paypal, you are pretty much stuck in the waters here. There is really nothing much you can do but just wait for Romania to be accepted.

I supposed that your paypal account would come with a valid US mailing address and if that is the case, you can request for the check payment then have whoever forward the check to you in Romania. I know there would be bank charges and it will take a while to process the check but that probably is the only way.

Just for whatever you do, make sure that you do not give out any indication to Paypal that you are from Romania and was never a US resident because if they do find out, they will lock your account and you will lose your money.

Well, one option might be to spend the money away so at least you get to use it.

How about finding an honest person, sending him paypal money, who will send you a check or wire transfer after charging a little fee.

That would be in violation of the Paypal Terms and Conditions as it can be deemed as prohibited.

Well, there is nothing wrong is however using the funds to purchase things from the US and have them shipped to Romania or using it for virtual items.

I guess even having the account is deemed to be a violation of the terms since Paypal do not deal with Romania.

there really is nothing wrong with that... the only reason it would be a violation is they dont want complaints about fraud... sometimes i think people worry about these violations to much.

Well, if you read it carefully, the exchange of currency to any form requires a license. You have to proof that you are not using Paypal for money laundering.

You have to care about the rules because when you signed up with them, you agree to the terms and conditions and you are bounded by them. You cannot go round disregarding what you do not agree and taking only into consideration what you think you can agree to. It just does not work that way.

I know that people do try to see how far they can bend the law but that's not the right way to do things.

Agree with that. But in my case this is hard worked money, and I'm not laundring anything. I'm not going with giving the money to another person, I simply don't want to get scamed.
    But I'm a small player.
I think paypal could be suited for not acceping Romania and other countries; they should know better that if they are a worldwide payment processing service, the should be world WIDE. Countries like mine cann't evolve their economy because of this kind of companies.
