    I'd offer incentives, contests, free content etc.
    Also of course promote as much as possible
    and have all your friends tell their friends, and so on.

    Facebook Ads could help, and if you have a Wordpress website with traffic, you could run a contest using Contest Burner to drive people to like your fan page. Both of these suggestions cost money however.
