How do i get listed in Places in Adwords

I know this is a Adsense questions and it is regarding Adsense. Why my sites never show in the Adword section. Do i have to do something special to see them in the Adword. I see lots of less trafficed sites in the list.

What are publisher-defined ad placements?

When using the Placement Tool to search for websites on which to place your ads, you may notice that smaller sections of some sites are available for targeting.

These placements represent a subset of the ad units on a site, defined by the site's publisher. For example, a news site might offer you the chance to place your ads across its entire site, only on its front page or just in ad units on the upper half of its sports pages.

These more specific placements offer you more control and visibility over where your ads will appear on sites in the content network. The Placement Tool will list the general placement location where the ads will appear, along with available ad sizes and a description (if the publisher has chosen to provide one).
