How do I get a refund if the opponent's paypal account is limited?

    Hi,
    I've paid a writer for 10 articles (not physical goods) 1 month ago. But he could'nt deliver it on time. So I wanted my money back. He is ready for that but he says that his account is limited now and thus he can't send money.

    What can I do in this situation. I'm not so used with paypal refund, dispute etc. How can I get a refund in this case? (As the opponent is ready to give my money back,if there are any ways other than filing a dispute, It will be good)

    I think better for you to file a dispute in paypal.

    Same process happens with me, When my client send me payment on my paypal, i get limited and i can send money to anyone unless and until i give bank details to paypal.

    So i click on the transaction details and then i issued a refund and in this way i save myself from liablity or payables.

    But now PayPal do one more thing, Instead of limiting account they block the part of those payment which you have earned recently so in order to free that money, you are required to resolve resolution.

    Let me clear the situation 1:
    I was paying my hosting expense, when i sent funds i received an email from paypal that my account get limited and my payment is under review by PayPal itself. So the resolution centre says to change my password and secret question. After changing necessary things my account was restored and can send money to anyone but the money that i sent to my seller was blocked by paypal and was under examination for fraud case. After sending email 4 times i got my payment.

    After some days i was sending payment to another client and same came re-happens. And till today my $6 is under review by paypal.

    Situation 2:
    My client send my service fee to my paypal. When i received funds in my account, my Paypal get limited and i can't send money. And resolution centre says to provide bank account and another documents. As I have joined paypal from non supported country so i can't provide bank account.

    So I click on my latest transaction and then i refund to my client again and then i ask him to pay me via Plimus. Problem Solved in Situation 2
