Here is something to work on: 1. Publish a lot of unique content regularly + don't forget the onpage SEO. 2. Build as many quality backlinks as you can with the right anchor text. 3. Wait for a few months to gain some authority in the search engines.
Best way to get a number ranking in google is to pick a phrase nobody wants to index for, and develop content for it. However this won't do you much good, since it won't drive you any traffic. But you might just get a #1 ranking in google I assume this is a spam question.

If you want number one ranking so do quality blog directories of high page rank. Submit your blog post to good social bookmarking websites like digg, delicious, sphinn, smallbusinessbrief.
There is really a endless list of stuff you can do! 1st make sure you have a good site unique! 2nd Make sure your content is good! 3rd Build backlinks legit ways blog comments, forums, directories, article submissions, and if you buy a link make sure its permit or at least a year... dont go to those site that say 1000 links for $20 a month, most will get you in trouble!
SEO can work for your site till it reaches a certain level then you have to focus on excellent content
