You cannot customise facebook page, you are referring to facebook application. All you have to do is create an application on facebook. facebook.com/developers/createapp.php
The page you are referring to is actually a Facebook application (app). To create a page like this you must first create a Facebook page from your account on Facebook. Then you have to create an application (which is pretty technical work - you have to actually house the information that is displayed in the application on your own hosting account which is then streamed to your Facebook application - then you have to attach the application to the Facebook page you created). It is not that easy to do unless you have software or scripts and templates to help you, but you can basically create a Facebook application that can display your complete website on a Facebook page...
