How do I create this effect?

    Hi, I am not sure if this is the correct place to be asking this but i was just wondering if anyone knows how to do the effect in the photo I have attached. Just like the green film grainy like effect on the image. Thanks

    I guess you need to download a grainy brush then add a blur filter on it.

    Create, a creative dramatic, and different abstract image. You can call it "Dispersion Effect in Photoshop". I hope you'll find the solution with that title!

    you can create that with Afterlight, VSCO, Prisma (but that's only mobile photo editors)
