How do I create keywords?

Here is my question. Let's say this is my text on a page. When creating keywords. Should I pick the words which is included by text, or should I pick something else that never mentioned insude the text.

I always do like this:

<META NAME="keywords" CONTENT="trillions of pages, ASP,Web,Hosting "> etc.


<META NAME="keywords" CONTENT="dedicated server,travel,"> etc.

these two never mentioned at text:
dedicated server,travel


What will be the causes if I use better ranking keywords, but never mentioned at text ?

In keywords meta tag you cud use all the keywords including in your content and any supporting word to make your keyword meta tag more compatible...............

 

If you wanted to rank for 'dedicated server', then why did you not add it into your text?

 

In this example its easy to put that however I have some keywords but I cant find way to put it in text, well I can but it seems stupid. Thats why I am asking.
