    I am a website owner, so i need to create unique images, But my images are not up to standard level. What tools do i need to make images like this one, and is there any tutorial on this topic?

    I would rather pay cheap and buy service on fiverr or somewhere else, unless it is your goal for future.
    There are plenty tutorials on youtube start looking.

    Basically to create such kind of images you have to be expert in Photoshop. Without any knowledge you cant make such quality images.

    Photoshop + Illustrator would be handy here but as someone said the most important is your imagination and skills. If you're beginner find someone to help you.

    You need to look Photoshop tutorial called "Working with layers". I'm sure it will help you.

    Its quite easy to accomplish all you need is just a basic understanding of layers and shadows and their right OR creative/smart usage

    That image looks like it contains elements that are more easily created in Illustrator, so I'd recommend that. Learning the basics of layers will assist you with creating images.
