ok, i have a keyword i am optimizing for. i search on gxxgle to see who is #1. Now I want to know how many "links" are pointing to that page that is #1 with a specific keyword in the anchor. I thought that: site: competitor-domain.com inanchor:"keywords-here" ...should do the trick, but i am doubting it. Am I doing it right?

First of all you shouldn´t use gxxgle for this as "link:" is no longer supported but it should look like this link:site.com inanchor:keyword, e.g. link:about.com inanchor:about amd you get all links to about.com which have "about" in the anchor.
I gave that a go but it didnt work. I tried in yahoo. Who would you recommend for that? I know some SEO programs do it like SEOELITE but i would think the SE can do it too
I know the incoming links to the ranking page is only one part of the equation, but I just want to use it as a guide to see how manu links I will need for the specific keyword to drive to get there. Of cause PR and content still plays a roll, as well as PR of the linking site.
I'm not so sure that tool is so great. I just checked it with one of my sits and it gave totally invalid info
