How do I configure adword campaign

    So that the ad does not appear in give IP address range ?
    Is there any way to ban IP addresses of a range in a country ?

    Is there no way to ban IP addresses in adword , like I do not want my ad to be displayed in any ip address between x.y.z.a b.c.d.e :( ?

    there is no such function yet,but you can choose the target country where your ads want to be.
    try to use ip geo locator to get know the location of that ip and choose not to have the ads present there.

    Correct, just make sure that the country is not listed in the list of countries where your ad appears.

    Yes adword have this tool , i never try before , just log in adword account click tool ->more tool-->IP Address Exclusion.

    I think you can specify which area of a country you want your ad to appear in. eg New York.
